It looks like he failed to read the sign.
  ,But, there again, it looks to me that all EVs are banned because they do not have any displacement at all, let alone over 50cc.

Trouble in't mill from today 1st June regards these forms of last mile transport/insurance which you cant get at the moment for private use only hire use from what I've read, Catch 22.
 The city/town centre CAZ's are going to be full of these things in the coming years.
