A T4 would be the go but depending on what has been done to the BCU, TOAF may be able to re set certain things in the BCU but not everything.
Using TOAF, I'd open the BCU, start and have a look at the keys listed in the BCU , see there is two keys actively listed for a start.
There is other areas which you can switch certain things in the car on or off as well but without knowing exactly what's been altered to cause your fans issue could difficult.
As Brian says, unless the original format was saved some where might be hard to reset it and then a T4 comes into its own.

Several "super" machines failed to help at all .
My usual guru is George at GP Autos in N.Wales , but he is on holiday so I am now booked in at Roverlink in Widnes , who are on the forums' T4 list . They don't seem too confident really , but I have to start somewhere . When I previously had a similar incident the car proved to have lost its UK status and had turned Austrian
Several people have used the word "reconfiguring " ; just what is it that would be reconfigured ?

All fixed I went today to Roverlink in Widnes for a t4 session . The BCU was reconfigured to a different country setting and saved , and everything worked again . We then reset it to UK and everything still worked . lovely to have the aircon back on in this current weather ! Only took 15 mins in all and the chap there was friendly and helpful .
Interesting sideline here ; one of the symptoms was no aircon , and the fan failed the Demist test just as if the low speed on the motor had failed , but it was restored after the reset I had always taken the demist test to be proof of a duff fan .
