Vans up to 3.5 ton do come under the domestic hours rules and have done for many years.

I used to run continental in a van up until 2004 and the German Police and BAG (DSVA eqv) used to always ask to see your log book, its the same as the one we used before tacho's, manual entry and if you didn't have one they would take you to buy one and give you a fine for not using one to start with. The Germans would track your journey from when you got off the boat or the train and calculate the hours you have driven.
Over here I was never asked to provide a log book to any enforcement body and I have been stopped a lot of times over the years.



It's nothing new but we come back to the "who will enforce it argument", there was talk in the early 2000's about fitting tacho's to all vans over 2.8 ton the same as in the EU if the vehicle is used for hire and reward.

DVSA are now self funded, I expect that in time the focus will be on all forms of commercial vehicles.
