Default 03 Rover 75 cdt tourer auto; won't start

Hi everybody! HELP!
My 03 rover 75 deisel will not start.
She's only done 30,000 miles and apart from needing a new alternator a year past has been trouble free. However two weeks ago I went to start her but she would not fire. I called the RAC man but he could'nt figure it out, he wrote on his form the following;
Non start.
No engine managment light.
No fuel delivery.
Checked fueses under bonnet and inside car.
Checked inersia switch.
No feed at small pump under bonnet,pump dose work with a feed.
Removed rear seat,checked pump. possible pump failure,will require full investigation.
Signal at crank sensor, no fault codes stored.

The RAC man phoned me that night and said it could be the ECU.
I checked the plenum drain, and sure enought it was choked with half an inch of water at the bottom,but not touching the ECU. After reading some of the post on this forum I decided to remove the ECU and take it indoors to dry out, after refitting it the car still would not fire. I got a new intank pump from www.mkon.co.uk and fitted it, but still the car wont start. I checked the pump I removed on a 12v battery and it works! Next I sent the ECU to the ECU DOCTOR who tested it and found nothing wrong. I would be gratfull for any info you guys can give me on what to check next.
