I would imagine people will just shop elsewhere anyway where there are no scam zones & parking is free.

Awkward B aren't you Brian? As a very ex-banker I've played the same trick myself three times now and also for parking tickets I've disagreed with, but they've never been presented (I'm not telling you how). I can only assume you banked at the same branch as the council?

Interesting comments and links here. I work in the centre of Oxford and have a necessary drive in from west of Reading. Reading also has a hell-bent transport agenda and uniquely still owns its own bus company.
We’re moving into the Reading area so now I will be able to reduce my driving by bussing into town and getting the train to work, except on late late shifts.
The irony is that when I’m at work, in the dead centre of Oxford, I’m usually driving a 30 yr old Diesel multiple unit with ‘80s tech Perkins 6 pot turbos. We also have the Hitachis with Uber modern V12 GUs (think IC in F1 terms) as they decided not to bring the wires here yet. Then there are the equally old class 66 GE diesels and they burn oil like an old cortina...
