Default Filler Cap Flap Adjustment?

Is there any adjustment?
As you can see it does not sit flush

I dont think there is any adjustment. I wonder if someone has bumped into it when it was open and forced the hinges beyong their original setting.

KelV6, could you not fit a rubber grommet inside as a stopper so it doesn't go too far in?

The filler flap is available as a spare part, which appears to include the hinges. I suspect replacement with a new one will fix the problem.

Actually a few mm of adjustment is provided by the rubber ring around the locking pin. It varies in thickness as you rotate it. If it is a lot more than that then gently bend the metal on the inside of the flap where the pin locates .. it will be obvious if it has been flattened out .

And the adjuster ring comes loose, falls off and gets lost (luckily mine fell off on the driveway, not at a filling station). As has been said, a grommet will do the trick, if you can't find an original part to replace it.
