might be worth disconnecting the battery and then removing the air bag to check the connections to the rotary coupler

Good advise, I had my steering rack replaced just after I had bought my last car (Rover 800 Sterling, 6 years ago) the mechanic didn't secure the steering wheel before removing the rack and during the change over the steering wheel must have rotated past its normal 2.5 turns or so thus snapping the rotary coupler. After getting the car back the air bag warning light came on first then I realised that the horn didn't work, then I noticed the stearing wheel controls didn't work either.
Managed to pick up a 2nd hand rotary coupler for not too much money (mechanic paid) Priced up a new one at the time at about £150 I think.

Thanks sounds like a good place to start checking.
The airbag light is also on was going to check under seat connections but now will check the rotary swiches.

How can you check the switches are working with a meter? Also are they in one unit or seperate for horn & airbag.

Default rotary coupler

Jeff it sounds almost certain that its the rotary coupler that's broken. Have you just bought the car & if so was it like that when you bought it.
If it is that, its not an expensive job as they come up regularly on the bay of fleas (2 currently listed).
Its over five years ago that it was done on my Rover 800 but I remember it being a straight forward job.
