if you can show just cause as to why you need to know such as a hit and run I think the dvla may provide details

This thread has just prompted me to look at buying a personalised plate. I’ve been looking for a few years but have found it hard to part with £500 for no good reason except vanity.
Not only did I find a good one tonight, I bought it too. T333 MGR will be on the MGTF in a few weeks. A bit better than its 2003 plate.

This is the advice back from the Planet Swans website after I put up the bones of your query about 10 minutes ago. (I've always found it the quickest way to get info from the DVLA)

Anyway :-


There is a way of tracing the keeper of a vehicle but not for the purposes you’ve outlined (presumably he wants to make an offer to buy the reg no).

If the car has been scrapped and the reg no wasn’t retained or transferred before that happened the number “dies” with the vehicle. It’s not possible to buy previously issued reg numbers

Cheers for that Kevin, thats the same advice ive found online. Shame they let old reg's die with cars when theyre scrapped. Either way sounds too difficult and too much hassle to locate it so will just have to find something else

Not totally true any more. Any plates of cars seized by the Police for whatever reason and any registrations whose retention certificates have not been renewed are retained by the DVLA and can be bought. In fact all retained numbers on 18th December 2019 whose retention certificates had expired were taken back by the DVLA to be re-sold. Typically they did this without any warning to owners - I picked it up in Classic Car Weekly just in time!

Fair enough, I can only quote what a current manager at the DVLA has just quoted.
