Default under car treatment

hello again just a question my car is a y reg zt 190+ on the underside of the car the paint work finish changed to a bubbly type finish am why is this like this?is it a stone chip protector or wax underbody whatever it is in some areas its gone can i get this done again and wherefrom thanks

It's a 'stone chip' coating. Any bodyshop can do it for you.
