Smile A/C not working

Will cooling still take place when the radiator fan has stopped working?

Yes, but the car must be moving to get air flowing through the condenser. The radiator fan comes on at slow speed so as to provide this airflow when the car is not moving.

I have two answers to this question, yours saying NO it will not work. Another saying Yes but will need vehicle motion to create cold air in the cabin due to a non operational fan! Perhaps you can be more explicit please?

FACT: If there is no other fault than a failed cooling fan then the A/C will provide cold air into the cabin if called for when the car is moving.
