Is it a vent for fumes/gas from the ground or sewer? Old Gas light?

Contrary to popular belief, it is not to allow stenches to escape. It is to allow air into the drain pipe to facilitate flow of fluids and waste material so helping to avoid blockages or air locks.

Theory: when a blockage occurs and there is no air in the pipe there is no limit to the build up of waste, which becomes solid. With a buffer of water/air between solid masses it allows forced compression to 'shunt' the blockage onwards and, er, downwards. I think. Sorry about any induced mental pictures by the way.
