Default VIS tester

I read that a VIS tester is available to members but I think the post date was 2016. Is this service still available?
I have only just bought my ZTT V6 and the previous owner did 4,000 miles in last 5 years going 2 miles to the golf club so I doubt if the engine every got to 3000 rpm. I guess my VIS’s are not working as I cannot detect the power surge but as I am very new to the car am not sure what I should be feeling.
What I do know is I am impressed with the car. A low mileage Goodwood Green
Auto tourer.
I have even got the high line Sat Nav working without draining the battery. The PO had disconnected it for that reason. I think the main problem with battery drain lies with the state of the battery. I suspect the circuit that switches it off is very voltage sensitive. I have a new battery and it works fine with the unit switching off after 55 seconds from power down.
Would appreciate info on the VIS tester.
