I think this is the key. There is a specific process to be followed to bleed the cooling system (this includes the heater core). I suspect whoever did the flush/replacement of antifreeze didn't bleed the system and you have air in it which is restricting or impeding flow to the heater core.

As mentioned, try to get the OBD readout for your actual engine operating temperature. An airlock can cause overheating and your dash gauge may not go above the 9:00 position.

My heater matrix pipes top and bottom where scolding hot to touch but I didn't get any hot air until I took it out and cleaned it thoroughly, don't let hot pipes deceive you!
