Default MOT failure

Hi, my car has just failed its MOT on 'rear brakes excessively fluctuating (3.7.B.3)'. The tester guy said its probably the discs and i will be fitting new pads and discs at the weekend (although i cant see much wrong with them). Any comments on what else could cause this problem would be gratefully received.

Question Brake compensator

Put brake compensator in the search onsite here-many notches does your handbrake take to hold ?
