Default MG Rover Contractual Rights, so cannot post to Oz?

What contractual rights would still be existing to prevent a seller from sending MG Rover parts (Oil Filter) overseas?

Just been told by an Ebay seller he cannot do it, but i can get it from Rimmers no problem

Probably just didn't want to go to the bother of sending it/risk a chargeback or summit, and thus the excuse seemed convenient and plausible.
