Excellent post and would be the best route to go down, as stated above the stepson could well be pre occupied with life issues himself. I doubt he will contest the fact that you have not obtained the car through the right channels.

Just apply for the v5 yourself, the previous owner gets a letter sent to them and if they don't object it's all good
