I can confirm that it is possible to drive without the IPK, because I did so for several weeks when Cluster Repairs had mine for an unsuccessful attempt to repair. I used my Sat Nav to provide indication of speed, though i do not know if I was legal. Note also that you will also be without a fuel gauge! The other drawback is that the mileage you cover when the IPK is removed will not be recorded when the IPK is re-installed.
