depends on the tester really. have come across many people that have passed MOT's without the washers working.

The cause of them not working is usually the pump. The pump is loud so it's obvious when it works, much louder than the windscreen pump.

Try swapping the pump from your other sorn car, just peel back the driver's side wheel arch and unclip the bumper from the top and you can access the pump. Be a lot easier than removing the jets.

If you did remove the jets I can't see how they could fail it, be like failing it for having the tow cap missing off the bumper.

Other thing to check is the level in the washer bottle, the pump sits higher on the bottle so if the waters low it wont work.

Also, you probably are already aware of this, the headlamp wash only works on every 5th pull of the screenwash stalk and only works with the headlights on.
