Latest response from the original DVLA employed respondent who I do know is a long term experienced manager:-
'He’s wrong. Almost completely.' He did suggest to read the Classic Car article again so whether the DVLA recieved a number of enquiries after it was published and they are aware of its content which may have been misinterpreted I don't know. Don't shoot the messenger I'm just enquiring on behalf of the original poster and I suppose for others to who may be interested in a similar scenario, better take it up with Classic car weekly.
